Insurance Commissioner Mike Yaworsky Orders Immediate Cease and Desist Against Company for Unlicensed Activity

TALLAHASSEE, Fla.—Florida Insurance Commissioner Mike Yaworsky is ordering an immediate suspension against a company for unlicensed activity. This suspension is the result of a market conduct examination that found Hydrogen Deep, LLC., d/b/a the Wave Insurance operated without the required license. OIR strongly encourages Florida consumers to research businesses and make sure they are properly licensed before entering into a contract or conducting business with an entity.

Commissioner Mike Yaworsky said, “Operating without a required license and soliciting consumers is not only unacceptable, but it can also cause immediate danger to public health and safety. My office works hard to alert consumers of unlicensed activity and will aggressively investigate any report of insurance companies operating without a proper license.”

OIR is ordering an immediate cease and desist to Hydrogen Deep and respondents for violating the Florida Insurance Code and Florida law. In June, the Okaloosa County Sheriff’s office arrested Christopher Jason Brossett, owner of Hydrogen Deep, for grand theft while acting as an insurer and transacting insurance without a certificate of authority or license. In July the Okaloosa Sheriff’s Office also arrested Brady Allen Howard, owner of The Wave Insurance, for conspiring with Brossett to commit grand theft and operate a business without a proper certificate of authority. 

The Florida DFS and OIR’s Market Conduct team found Brossett and Howard operated under fictitious company names and provided insurance policy quotes, collected premiums, issued insurance binders, failed to pay claims, solicited business and provided certificates of insurance. The respondents solicited watersports and marine-livery business owners in the Destin area and entered into insurance contracts. Brossett and Howard mispresented or concealed the true nature and legitimacy of the insurance products being sold. The Respondents also collected more than $100,000 in premiums and permanently diverted the funds for personal use.   

In Florida, an unlicensed or unauthorized insurance entity refers to any person or business that engages in the business of insurance without first obtaining the necessary licensure or authorization from OIR. This includes selling, soliciting, negotiating, or advertising insurance products or insurance-related coverages—such as service contracts, extended warranties, or health benefit plans.
